That's my point, they didn't didn't give a specific ship date. Only that it would ship after Vista.

That have been working on something and it hasn't been Vista Ultimate Extras. I wouldn't be surprised to see it ship with Vista SP 1.

There are few example where Microsoft has made a promise ("we will do....") to their customers and not followed through with it. They are usually very careful about the statements they make so they don't have to back down from them.

In fact, I can't think of a single example where they have said one thing and then without due reason (oops we're being sued) not followed through.

WinFS?

Vapourware.

Microsoft is in no way obligated to tell the public when the next beta release will be made to a limited amount of testers. They should keep updates to products under wraps so they don't make promises that they aren't able to keep. It's simply too early to predict when all the planned fixes will be complete. Putting a public deadline on it this early puts too much pressure to meet those deadlines and threatens the quality of the release.

Keep in mind that the service pack will address many of the bugs that already have been patched.

I think not telling people about a new product is always a good idea, as it stops them expecting the wrong thing and puts less stress on development time. However once people have a product, they like to know what the next update will be about and when they will get it. So hiding details about upgrades in SP1 is a bad idea. If they have a brand new feature, go ahead and keep it underwraps.
