That’s an awesome list of apps there Ryan. I have used tools by IntelliAdmin before so I know it’s going to be a good quality program. However I am surprised you missed one already built into windows, namely the shutdown command that can also be used to restart a computer. for more info on this and other command line utilities for this check out [aumha.org]

We were actually going the route of GUI applications here, but we do know about that. The link in the second paragraph is actually to one of our older articles where we say how to use that.

DShutdown has the features of PowerOff (including a simpler interface to bulk shutdowns – just check or uncheck the boxes) and more, including shutting down after inactivity or when a specific pixel changes color. Like all of the others, it needs no installation.

One other thing to note – if you don’t have the same username and password on both machines, DShutdown and PowerOff both allow you to run the program (or install a service) on the remote machine so that you can shut it down. Shutter, however, looks like another easy way to do this that I have duly downloaded.
