After numerous emails and several more phone calls, someone else agreed to send the correct disk, but it will not include tools, drivers or utilities. I'll have to have a friend download those to a flash drive for me. Remains to be seen if the disk shows up and is the correct disk and actually works. Every other computer company gives you these disks when you buy a computer. I will NEVER buy a Dell again. They have the worst customer service I have ever dealt with. Most of them spoke broken English, and were obviously minimally trained. Also, they need a better system for tracking account info and purchases.

It took me a week and over 20 phone calls to finally get someone to agree to send me a disk for $19.14, then they sent the wrong one. Alternately they are creating a backup for system restore from which you can create a rescue disk if required. Dell data safe local backup serves this purpose. If we need to get a disk we can surely get by following the below link. the set of discs will also contain the OS disk. hope this helps you.http://support.dell.com/support/topics/global.aspx/support/dellcare/en/backupcd_form_internal

From April 22nd 210 it seems that they are not shipping the OS disc by default.
Alternately they are creating a backup for system restore from which you can create a rescue disk if required.
