RIAA has lost multiple lawsuits in 2006, they’re just afraid to lose again.

I think most of the students will just pay the fine out of fear, but some of them might be brave enough to stand up to the RIAA. The RIAA probably had to find some other way to make money because going through the lawsuit process was probably getting too time consuming.
