Microsoft has frustrated many people by making Windows Live Messenger an invite only service while it was being tested, but the frustration is now over! If you would like to test out the latest version of Windows Live Messenger then simply follow the link below and under the section that says “Windows Live Messenger beta” select “Sign Up”. After logging into your Passport account you should be prompted to download the new Windows Live Messenger. Finally, everyone gets to enjoy this messenger service.
Also, a few weeks ago Microsoft had a bug on their servers that allowed people to signup for the service without being invited but this time it is official.

I used to use hotmail in work in the uk and i could use the messenger service while signed into hotmail. I didn’t need to actually download msn onto the pc to chat. now at work has blocked hotmail.com from all computers, can windows live work in the same way as hotmail used to. or can only mail be retrieved.
Basically i cannot download any software but want to chat like i used to on hotmail
Try using [meebo.com.] It is a pretty popular alternative to downloading IM programs.
