Well, electric generators are design at constant rotational speed, and thus, highly optimized at their job, meaning it's always more efficient than any car engines. A normal petrol engine is only at the efficiently level of 30%, diesel is at 40%. Generators are well above 50%, even higher for steam-turbine generators. I don't have the exact spec for generators. Another thing is power plant generally has less constrain compare to car, so it can be built if efficiency as priority.

You're definitely right, and that's something this article points out:
http://www.ilea.org/lcas/taharaetal2001.html

Although the emissions is slightly lower it is nearly identical, but not all power plants are coal so there might be more benefit to it.

Sounds great but how much emission are products by burning coal generating electricity?

Instead of using oil to create gasoline they would rather use burn coal to produce electricity. Come to think of it, since energy is lost in the transmission of electricity, it may actually increase the amount of C02 emissions. Electric companies will have to product more electricity to cover the demand for automobiles. What? Do you think electric companies are going to convert their operations to solar power? Sorry, unless your in one of the really sunny states it just isn't feasible.
